で流れとしては
①クビにする
②謝罪会見する
③でもその後　懲戒された人が懲戒されたことに対して裁判する　←　ココ大事
④上記の憲法の解釈云々で結局懲戒は無し（判例がたくさんあるみたい）
⑤職場復帰するけど依願退職の流れ（依願なので退職金は出る）
⑥はたからみたら懲戒免職完了
